Dissolve instant coffee powder and sugar in 2 tbsp warm water.
Pour coffee mixture into a blender, add chilled milk and ice cubes.
Blend on high speed for 1 minute until thick and frothy.
Drizzle chocolate syrup on the inner walls of serving glasses.
Pour cold coffee into glasses and serve immediately.
